X. MATERIALS AND EQUIPMENT <br />The contractor shall make a reasonable effort to purchase equipment and materials <br />in the City of Santa Ana and to utilize Santa Ana vendors. Contractor shall report <br />its efforts as requested by the City. <br />Y. DEFINITIONS <br />1. City — shall mean City of Santa Ana and representatives of the City of Santa <br />Ana (e.g. Police Department or its agents). <br />2. City's Project Manager — shall be synonymous with the Traffic Commander <br />for purposes of this project. <br />3. Contractor — shall mean any towing company submitting a response to this <br />RFP and selected to perform services for the City on the Rotational Tow List, <br />and shall include all employees or agents of said company. <br />4. Inclement Weather or Disasters — any adverse weather or environmental <br />conditions, regardless of severity or duration, which places an increased <br />demand or strain on public services, including tow operations, whether man- <br />made or acts of God. <br />5. Street — all paved dedicated public rights -of -way within the existing or future <br />City limits. <br />6. Public Property — any property under the control and direction of the City of <br />Santa Ana or any other government agency within the corporate limits of the <br />City of Santa Ana or State of California. <br />Private Property — any property that is privately owned or held by someone <br />other than a government agency. <br />
