12. Proposers shall ensure that exercise participants are members of agencies or <br />organizations located or operating within the ASAUA, or have been approved by the <br />ASAUA Training & Exercise Program Manager or his designee. <br />18. Proposer shall ensure that, when required, an Environmental Historic Preservation <br />(EHP) approval letter has been issued to the ASAUA before delivery of any seminars, <br />workshops, tabletops, drills, functional, and full-scale exercises. All drills, functional <br />and full scale exercises will require an EHP approval from FEMA/Cal OES prior to <br />delivery. It shall be the responsibility of the Proposer to complete all of the forms and <br />documentation necessary to obtain the required EHP approvals, The ASAUA <br />Homeland Security Regional Training and Exercise Program Manager will assist the <br />Proposer with the submission of the requests for approval. <br />3.2.1 QUALIFICATIONS— HOMELAND SECURITY EXERCISE EXPERIENCE <br />The following elements outline the type of experience and expertise proposers should <br />possess related to the development and delivery of seminars, workshops, tabletops, drills, <br />functional and full-scale exercises. Proposers will document their experience and expertise <br />in Attachment D — Proposal Response Packet. <br />The ASAUA requires seminars, workshops, tabletops, drills, functional and full-scale <br />exercises in the following specific disciplines: <br />a. Law Enforcement/Tactical <br />b. Fire/Emergency Medical <br />c. Public Health <br />d. Emergency Management <br />2. Proposer should be experienced and proficient in the design and delivery of relevant <br />homeland security related seminars, workshops, tabletops, drills, functional and full- <br />scale exercises. <br />RFQ No. 16-068 <br />Pagc 25 <br />
