AUTIiORITY TO PROCESS <br />ENTITL.EMM'S <br />THIS AUTHO ITY TO PRWESS FNTITLEMENTS (the "Authorization") is <br />effective as of 1(12015, and is made by WI"ST FIRST PACIFIC, LLC, a <br />California limite Iia Ility conte ty ("Owner") of teal property located at 1506, 1524 and 1548 <br />West First Street in the City of Santa Ana, County of Orange, State of California. <br />Owner hereby authorizes OLSON URBAN HOUSING, LLC, a Delaware limited liability <br />company or its assignee ("Developer") with limited powers to sign, file and process with the <br />City of Santa Ana ("City") applications for governmental and other entitlements, permits and <br />development authorizations with the City for the development of the Property in accordance <br />with a development plan created by Developer in its sole discretion, inriuding but not <br />limited to (a) tentative and final tract map(s), zone, general plan and/or specific plan <br />amendments; and (b) grading, soil export, improvement and model plans. <br />Nothing herein shall entitle the Developer to grantany interest in the Property. <br />This authorization shah be effective imn1ediatcly as of the date hereof and shall expire on the <br />earlier to occur of (a) written notice of termination of this Authorization sent by the Owner to <br />the City; or (b) one ( 1) year fi-om the date hereof. <br />"Own r°' <br />By: <br />Name: <br />1'itie: <br />
