ATTACHMENT I: SCOPE OF WORK 10 <br />ATTACHMENT 2: SAMPLE AGREEMENT 13 <br />ATTACHMENT 3: SUBMITTALS (CERTIFICATIONS, STATEMENTS, SCHEDULES) 21 <br />I. GENERAL <br />Nature of Work: <br />The City of Santa Ana is seeking qualified planning, design, and engineering firms to develop a <br />comprehensive master plan (which includes a Strategic Business Plan and a Facilities Master Plan). <br />A detailed Scope of Work is included in the Appendix of this RFP as Attachment 1. <br />Number of Proposals and Signature: <br />The submittal shall include four hard copies and one (1) digital file on a labeled USB Flash Drive (or <br />equivalent). One of the hard copies shall be marked as "ORIGINAL" and shall be signed by a <br />company official with the power to bind the company and submitted to the City of Santa Ana. One <br />(1) copy of your Fee Proposal shall be submitted. <br />Proposal Evaluation and Rating: <br />The criteria for evaluating the proposals submitted will take the following items into consideration: <br />• Finn/Team Experience 25% <br />• Understanding of Need 20% <br />• Relevant Project Experience 25% <br />• Schedule 10% <br />• References 10% <br />The City has established a proposal review committee to evaluate proposers based on the response to <br />the RFP, which includes adherence to outlined directions and format, and the City evaluation criteria <br />set forth above. A final score will be calculated for each submitted proposal and used to rank the <br />proposers. <br />II. PROPOSAL TERMS AND CONDITIONS <br />By submitting a Proposal, the Proposer acknowledges that it has thoroughly examined and accepts <br />the Terms and Conditions of this RFP as described below: <br />A. EXAMINATION <br />Proposer represent that it has thoroughly examined and become familiar with the services and <br />responsibilities required this RFP and that it is capable of effectively and efficiently performing <br />quality work to achieve the City's objectives. Any attachments referenced herein or any <br />interpretations, clarifications or amendments subsequently posted in the relation to this RFP are <br />fully incorporated. <br />B. EXECUTION OF AGREEMENT <br />The City and the selected Proposer will enter into an Agreement similar to that as shown in <br />City of <br />
