CUP Nos. 2016 -29, 2016 -30 & 2016 -33 <br />October 10, 2016 <br />Page 5 <br />The project at 5015 West Edinger Avenue, Unit V is located in Reporting District No. 131, <br />Reporting District No. 131 ranks 52 out of 102 reporting districts in the number of police related <br />calls for service. This reporting district is below the average for criminal activity threshold <br />established by the State for high crime. The Police Department contends that the operational <br />standards applicable to on- premise ABC licenses will mitigate any potential negative impacts to <br />the surrounding community. <br />Public Notification <br />The project is located within the boundaries of the Riverview West Neighborhood, and is in close <br />proximity to the West Grove Valley Neighborhood. Staff contacted the presidents of the <br />Riverview West Neighborhood Association and West Grove Valley Neighborhood Association to <br />ensure that the neighborhoods were notified of this project and to identify any areas of concern. <br />The project site was also posted with a notice advertising this public hearing, a notice was <br />published in the Orange County Reporter, and mailed notices were sent to all property owners <br />and tenants within 500 feet of the project site. At the time of this printing, no correspondence, <br />either written or electronic, had been received. <br />CEl2A Compliance <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review per Section 15301. The Class 1 exemption allows the licensing of existing <br />private structures and facilities when there is no expansion of the existing use, but allows the <br />operation, repair, maintenance, permitting, or leasing of existing structures. Categorical <br />Exemption Environmental Review No. 2016 -84 will be filed for this project. The project proposes <br />to allow the expansion of the on- premise sale of alcoholic beverages at an existing structure, <br />after -hours operation and an ancillary banquet use. No modification to the exterior of the building <br />is proposed as part of this project. <br />Strategic Plan Ali nment <br />Approval of this item supports the City's efforts to meet Goal No. 3 Economic Development, <br />Objectives No. 2 (create new opportunities for business /job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies). <br />31A-7 <br />
