CONDITIONAL USE PERMIT NO. 2016-36 AND VARIANCE NO. 2016-07 <br />(Applicant: James Gartner, 4414 Westminster Avenue LLC (Two Thumbs Up Car Wash) - <br />4412 Westminster Avenue) <br />Matter continued from the September 10, 2016 Planning Commission meeting. <br />Legal notice published in the Orange County Register on September 30, 2016 and <br />notices mailed September 29, 2016. <br />Commissioner Gartner recused himself and departed meeting. <br />A project overview was provided by Vince Fregoso, Principal Planner. Chairperson <br />Verino opened the public hearing. William Prescott, property owner and applicant, <br />spoke in support of the project. As property owner of the mobile home park to the <br />south, Mr. Prescott spoke to his tenants about the proposed project. Marlund Hale, <br />noise control engineer, spoke in support and answered questions. James Gartner, <br />project architect, answered questions on the design. There were no additional <br />speakers and the hearing was closed. <br />*Commissioner Alderete terminated the teleconference at 6:21 p.m. and did not <br />return to the meeting. <br />Commission discussion ensued on the noise levels, sound study, hours of operation, <br />adjacent residential, design and height of building, stacking of vehicles, and the <br />taking project to the Design Review Committee. <br />Motion by Commissioner McLoughlin to approve and add condition to establish <br />acceptable decibel levels as recommended by staff. <br />PLANNING COMMISSION MINUTES 2 OCTOBER 24, 2016 <br />
