Riverside Dr. <br />6:0 <br />(Stanley Bailey House <br />(Schaefer absent) <br />HISTORIC RESOURCES COMMISSION ACTION <br />On November 7, 2016, the Historic Resources Commission recommended that the City Council <br />authorize the City Manager and Clerk of the Council to execute the attached Mills Act <br />agreements with the identified property owners for the historic structures, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />This action allows for the approval of a Historic Property Preservation Agreement (Mills Act <br />Contract) which provides a potential property tax reduction allowing the property owner to <br />reinvest the tax savings into the maintenance of the historic property (Exhibit A). Additionally, the <br />agreement prevents inappropriate alterations to the historic structures (Exhibits B1 -B13). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #2 (expand opportunities for conservation and <br />environmental sustainability) and Objective #3 (facilitate diverse housing opportunities and <br />support efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />FISCAL IMPACT <br />The Historic Property Preservation Agreement will reduce the property tax revenue account (No. <br />01102002-50011) to the City by an estimated amounts annually noted below, for a period of not <br />less than ten years. <br />HPPA No. 2016-06 <br />$130.81 to $981.08 <br />HPPA No. 2016-08 <br />$182.13 to$1,365.97 <br />2315 N.
