Appropriation Adjustment, Agreement for OC Streetcar Design Support, and Amendment to the <br />2016/17 Capital Improvement Program <br />December 6, 2016 <br />Page 2 <br />On March 15, 2016, City Council authorized the City Manager and Clerk of the Council to <br />execute a cooperative agreement with the OCTA in the amount not to exceed $1,493,469 for the <br />term beginning upon OCTA Board approval of the project, and ending one year after the <br />beginning of revenue service. The purpose of the agreement was to describe the roles and <br />responsibilities of Santa Ana to review and support the project's design development, and the <br />manner and limit of compensation by OCTA to the City of Santa Ana. <br />$1 million was appropriated for the OC Streetcar Project in the FY 2016/17 Capital Improvement <br />Program (CIP). Therefore, an amendment to the CIP is required to recognize the additional <br />$493,469 in the current fiscal year. <br />OCTA funding for the design costs will be comprised of the following funding sources: Federal <br />New Starts, Congestion Mitigation and Air Quality (CMAQ), Federal Transit Administration (FTA) <br />5307, State Cap -and -Trade, and Measure M2 Project S, as described in the August 22, 2016, <br />OCTA staff report, "OC Streetcar Project Revised Capital Funding Plan" (Exhibit 1). To <br />date, 30 percent of the design review has been completed. Due to the magnitude and specialty <br />of this project, it is recommended that a technical consultant with expertise in streetcar design be <br />hired to augment City staff, to ensure that the aggressive project schedule is met and the City's <br />interests are protected. <br />On October 4, 2016, the Public Works Agency released a Request for Proposals on the City's <br />website to provide technical design review support related to the OC Streetcar project on an as - <br />needed basis. A detailed Scope of Work will be outlined when/if a specific Task Order is <br />assigned to the Consultant. <br />The Consultant will provide staff augmentation during the comprehensive review of various <br />submittals for the streetcar including the 60%, 90%, and 100% plan check on an as -needed <br />basis. Consultant will also provide written comments in the form of hard -copy prints, a -file <br />comments, or tabular comments with clear reference to where the comment applies in the review <br />set. Consultant reviews shall be provided in a format acceptable to the City and OCTA. <br />20B-2 <br />
