In reviewing the <br />COPS Office document "A Performance Based Approach to Police Staffing and Allocation" I <br />discovered that the 5 day/8 hour work schedule requires 71.43% more officers assigned to <br />Patrol to provide the same "man hours and workload performance" than 50% of officers if on <br />a 3 day/12 hour work schedule. The fact is the 3 day/12 hour schedule requires less <br />officers, is less costly and is a recruitment and retention component. <br />The Table "A" provided to the committee is not totally inclusive and can be misleading. The <br />fact is it takes more officers to run a 5 day/8 hour schedule than a 3 day/12 hour schedule. <br />For example and to simplify the analogy, if you want to staff one (1) police officer to cover a <br />24 hour shift it would take 3 police officers to cover that workload and man-hours (3X8=24 <br />hours). To cover a 24-hour shift on a 12 -hour schedule it would only take two (2) police <br />officers (2X12=24 hours). Additionally, with the current schedule in place there is more <br />coverage because the current schedule also has a "cover shift' providing overlapping <br />coverage and an additional officer during peak hours. <br />Please refer to pages 35 and 48 on the said document (COPS Document referenced by Chief <br />Rojas) for further analysis on scheduling systems. <br />
