ROH — 11/07/16 <br />RESOLUTION NO. 2016 -088 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE APPLICATION FOR <br />YOUTH SOCCER AND RECREATION DEVELOPMENT <br />PROGRAM GRANT FUNDS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The State Department of Parks and Recreation has been delegated the <br />responsibility by the Legislature of the State of California for the <br />administration of the Youth Soccer and Recreation Development Program, <br />setting up necessary procedures governing the application. <br />B. Said procedures established by the State Department of Parks and <br />Recreation require the Applicant to certify by resolution the approval of <br />application before submission of said application to the State. <br />C. Successful Applicants will enter into a contract with the State of California to <br />complete the Grant Scope project. <br />Section 2. The City Council of the City of Santa Ana hereby approves the filing <br />of an application for the Youth Soccer and Recreation Development Program Grant <br />Funds for site work and amenities at Santa Anita Park, and: <br />A. Certifies that the City has or will have available, prior to commencement of <br />any work on the project included in this application, the sufficient funds to <br />complete the project; <br />B. Certifies that if the project is awarded the City has or will have sufficient funds <br />to operate and maintain the project; <br />C. Certifies that the City has reviewed, understands, and agrees to the General <br />Provisions contained in the contract shown in the Grant Administration Guide; <br />D. Delegates the authority to the City Manager or the Executive Director of the <br />Parks, Recreation & Community Services Agency to conduct all negotiations, <br />sign and submit all documents, including, but not limited to applications, <br />agreements, amendments, and payment request, which may be necessary <br />for the completion of the Grant Scope; and, <br />Resolution No. 2016 -088 <br />Page 1 of 3 <br />
