Award a contract and authorize the City Manager and Clerk of the <br />Council to execute a construction contract to KDC Inc., dba <br />Dynalectric, the lowest responsible bidder, in accordance with the <br />base bid in the amount of $332,234 for the term beginning upon <br />execution of the contract and ending upon project completion, for the <br />Safe Routes to School Enhancements at Monte Vista Elementary, <br />subject to non -substantive changes approved by the City Manager and <br />the City Attorney. <br />2.
