Authorize the City Manager and Clerk of the Council to award and execute a construction <br />contract to Hardy & Harper, Inc., the lowest responsible bidder, in accordance with the base <br />bid plus Additive Alternates 1, 2, and 3, in the amount of $278,000, for the term beginning <br />upon execution of the contract and ending upon project completion, to install Pedestrian <br />Improvements on Santa Ana Boulevard, subject to non -substantive changes approved by the <br />City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$347,500, which includes the construction contract, administration, inspection and testing, <br />and an authorized contingency of $27,800. <br />DISCUSSION <br />The recommended actions will enable the City to proceed with the installation of safety <br />enhancements to increase pedestrian walkability and improve intersection safety for all users. <br />The project consists of constructing sidewalk, curb ramps, curb, gutter, pavement, Rectangular <br />Rapid Flashing Beacons (RRFBs), signage, and striping on Santa Ana Boulevard between Lacy <br />Street and Poinsettia Street (Exhibit 1). <br />A Notice Inviting Bids was advertised on October 26 and November 2, 2016, and bids were <br />opened on November 17, 2016. The following is a summary of the bid invitations made and the <br />bids received: <br />23A-1 <br />
