REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 20, 2016 <br />TITLE: <br />LEASE AGREEMENT WITH RIO WEST LLC <br />FOR WESTEND SUBSTATION OFFICE <br />{STRATEGIC PLAN NO.1, 1F} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1®' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a month-to-month lease <br />agreement with Rio West, LLC, for the period of November 1, 2016 to October 31, 2017, for the <br />use of the Westend Substation, in the amount of $2,472 per month, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Police Department has operated the Westend Substation located at the corner of <br />Harbor and McFadden for over 17 years. Because the substation location was mutually beneficial <br />to both the property owner and the Police Department, the Police Department entered into a <br />recurring no cost lease with the owner that has equated to a monetary savings to the City of well <br />over $400,000. This location has become a community engagement center and is well known to <br />area residents. <br />Based on changing economic conditions, the property owner is no longer able to offer this space <br />at no cost. On November 17, 2015, the City Council approved a one-year lease agreement that <br />expired October 31, 2016. This one-year lease agreement allowed the Police Department to <br />continue its "Community Oriented Policing" mission with area residents with no interruption of <br />services. As the location has been in use for many years, an expensive infrastructure has <br />already been established and an examination of relocation costs found it to be cost prohibitive to <br />move the substation this year. This month-to-month lease agreement will extend the use of the <br />established location while the Police Department continues to seek an alternative location for the <br />substation. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 Community Safety, Objective #1 <br />(Modernize the Community Policing philosophy to improve customer service, crime prevention <br />25A-1 <br />
