We have been wanking <br />with organizatilonad partners and city staff to explore ways to support efforts that <br />meet these needs. ILHA is a non-profit organization in Sancta Ana worlding to improve <br />health equity in our community through heallth education, promotion, ciiviic <br />engagement, and policy advocacy. Our organizatbon vwoulks sine by side with residents <br />throughout Santa Ana and we see firsthand that there is a great need for affordable <br />housing.. Families in our City are extremely rent burdened, as most of their (limited <br />income (over 50%) its used to pay ffor housing., <br />We are excited about the progress that has been nude in the bast year„ and are <br />grateful to have a Housing Opportunity Ordinance dHoap that requires affordable <br />housing a devellolpment.. The Housing Opportunities Ordinance ps the Primary toad that <br />we have to help address the affd`ordabde housing crisis that Santa Ana residents are <br />ifacing. Therefore, we are writing to express our concerns regarOng the amendment <br />to Deveiopment Agreement No.. 2015 -03. As it stands, the amendment threatens to <br />bend current pubitc policy and Ueopardiize shoved -ready affordable housing projects <br />such as the First Street Apartments Project.. Thiis is a (lose - dose situation for the city« <br />and the community.. The Planning Commission recognized this on Monday, November <br />1d4, 2016 when they voted against recommending the apuprovall of the amendment to <br />the City C.ounci L <br />As a result, orwe stronglly urge the City Council not to approve the amendment to <br />Development Agreement No.. 2015 -03, unless the Heritage village developer provides <br />an add"utionall community benefit to hedp increase afftordabde housing options and to <br />improve the quad`oty of life today. This can occur in the severall ways: <br />• Increase the amount of in lieu fee they are Paying per square W.. Currendy <br />they are slated to pay $9.35 per square foot, which is less than the $15 per <br />square foot mandated by HNOO, <br />• The additional money incurred from this, can go to support added community <br />benefits. Some options include depositing the money in the HOO fund to <br />support other projects through an R FP process or into the newly forrmed <br />Commuamity Land Trust TDdMVE Santa Ana.. <br />
