r
With or without advance notification to the Prime Contractor, CHS will
conduct jobsite field interviews of laborers, mechanics and apprentices for
each project to verify the accuracy of wages being paid. Such on-site field
inspections and random employee interviews are performed detect non-
compliance.
While on site, CHS staff will note whether or not the applicable wage
determination and Federal Employee Notices that were provided by CMS at
the pre -construction meeting are posted and accessible to the laborers.
Safety is the paramount factor for any site visit. Interviewers will exercise
reasonable caution at all times. All authorized personnel visiting any
construction site will be required to be properly identified as a
representative of our team by wearing visible picture ID (badges) and
identify themselves as such upon arrival at the site. Additionally, all
authorized personnel are required to wear hard hats and safety shoes.
Utilizing approved Federal HUD 11 Interview forms, random tradespersons
will be questioned to determine whether they are paid from another
source, threatened, intimidated or coerced into giving up any part of their
pay, and/or if they are working in excess of eight hours per day or forty
hours per week. All site visits are conducted on a non-interference basis
and will take a minimum amount of the worker's time for interview
purposes. Copies of interview records are kept in each project file,
recorded on the Site Visitation Log and provided, as part of the Labor
Standards compliance file at the end of each project for audit purposes.
For projects that require Section 3 monitoring, laborers, mechanics and
apprentices shall also be queried as to their new hire status/applicability.
15
