Mayor Pro Tern <br />Sarmiento assumed the Chair. City Attorney Carvalho indicated that City has received <br />legal opinion from Fair Political Practices Commission (FPPC) indicated that Mayor Pro <br />Tern Sarmiento and Councilmember Martinez do not have a conflict of interest and may <br />participate in the deliberation of said item. <br />12A. DOWNTOWN SANTA ANA BUSINESS IMPROVEMENT DISTRICT — INTENT <br />TO LEVY ASSESSMENT FOR 2017 {STRATEGIC PLAN NO, 3, 4F} - <br />Community Development Agency <br />Recommended Action approved by the Community Redevelopment and <br />Housing Commission on October 26, 2016 by a 4-0 vote (Aguinaga and Leon <br />abstained). <br />The following speakers addressed the City Council on the matter: <br />• Ryan Chase and Ryan Smolar, spoke in support of proposed assessment <br />district. <br />Councilmember Martinez, requested annual report from designated <br />organizations and requested more trash receptacles among other amenities for <br />consideration. <br />Councilmember Benavides, expressed appreciation to associations for <br />collaborative efforts to bring events to the Downtown area. <br />CITY COUNCIL MINUTES 4 NOVEMBER 15, 2016 <br />
