2. AGMT NO. 2016-345 - Authorize the City Manager and Clerk of the <br />Council to execute an agreement with Southern California Edison <br />(SCE) to provide a $71,785 no -interest On -Bill Financing loan and $6,390 <br />in incentives to fund Spec. No. 16-112 subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />PROJECTS/CHANGE ORDERS <br />23A. AWARD CONTRACT FOR CONSTRUCTION OF THE SANTA ANA-DELHI <br />CHANNEL DIVERSION PROJECT (PROJECT NO. 16-6467) {STRATEGIC <br />PLAN NO. 6, 1 G) - Public Works Agency <br />MOTION: <br />1. Reject all bids received on September 22, 2016, for the construction of <br />the Santa Ana —Delhi Channel Diversion project to allow re -advertising <br />of the project to include significant changes to the scope of <br />construction. <br />2. Award a contract and authorize the City Manager and the Clerk of the <br />Council to execute a construction contract to Lonerock, Inc. the <br />lowest responsible bidder, in accordance with the base bid in the <br />amount of $4,593,375, for the term beginning upon execution of the <br />contract and ending upon project completion, for the construction of <br />the Santa Ana —Delhi Channel Diversion project, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />3. Approve the Project Cost Analysis for a total estimated construction <br />delivery cost of $6,386,775, which includes the contract bid amount, <br />administration, inspection and testing, and an authorized contingency <br />of $1,024,800. <br />23B. AWARD CONTRACT TO CALIFORNIA PROFESSIONAL ENGINEERING, <br />INC., FOR GRANT -FUNDED SAFE ROUTES TO SCHOOL <br />ENHANCEMENTS AT HENINGER ELEMENTARY (PROJECT NO. 166870) <br />{STRATEGIC PLAN NOS. 6, 1 B & 1 G) — Public Works Agency <br />MOTION: <br />1. Award a contract and authorize the City Manager and Clerk of the <br />Council to execute a construction contract to California Professional <br />Engineering, Inc., the lowest responsible bidder, in accordance with <br />the base bid in the amount of $417,341.50, for the term beginning <br />upon execution of the contract and ending upon project completion, <br />for the Safe Routes to School Enhancements for Heninger Elementary <br />project, subject to non -substantive changes approved by the City <br />Manager and the City Attorney. <br />CITY COUNCIL MINUTES 10 DECEMBER 6, 2016 <br />
