Agreement with Bentley Systems, Inc., for Software <br />Maintenance and Technical Support <br />January 17, 2017 <br />Page 2 <br />The option to switch to a third -party MicroStation vendor would require the City to immediately <br />purchase new software licenses through the vendor at a considerable expense; however, <br />software maintenance and support would still have to be purchased through Bentley Systems, <br />Inc. Also, changing to a different CAD platform at this time would not provide any technological <br />benefit. However, in addition to requiring an immediate investment in new software licenses, all <br />users would have to be retrained, archived engineering and GIS files would have to be <br />transferred, and current projects would have to be developed in a new, unfamiliar engineering <br />environment. Therefore, staff recommends an agreement term of one year with up to four 1 -year <br />renewal options. If new technology becomes available during the next five years, the City can <br />choose not to renew and to implement a suitable transition plan. <br />The previous agreement with Bentley Systems, Inc. expired November 30, 2016. However, due <br />to a delay in preparing the quote, support will continue until this new agreement is executed. The <br />new agreement includes a provision to separately invoice the City for the gap period between the <br />previous expiration date and approval of the new agreement. Bentley Systems, Inc. has agreed <br />to certain modifications to the agreement at the City's request and requires those modifications to <br />be implemented by concurrent amendment (Exhibit 2). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />The cost of maintenance for the first year of the agreement is $48,315.71. Funds in the amount <br />of $55,000 have been budgeted and are available for expenditure in FY 2016/17 in the Public <br />Works Admin Services fund, in the Contract Services- Professional account (No. 10117601- <br />62300). Funds for the optional agreement extensions will be allocated in the FY 2017/18 and FY <br />2018/19 budgets in the same account. <br />25A -2 <br />
