REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 17, 2017 <br />TITLE: <br />AGREEMENT WITH ADVANTAGE MAILING <br />FOR PRINTING SERVICES OF THE <br />QUARTERLY RECREATION BROCHURE <br />{STRATEGIC PLAN NO. 5, 6C} <br />CIT <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 16` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Advantage <br />Mailing to provide printing services of the quarterly recreation brochure in an annual amount not <br />to exceed $25,000, for a term from January 17, 2017 through February 16, 2019, with two, one - <br />year renewal options, subject to non - substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The Parks, Recreation and Community Services Agency ( PRCSA), on October 31, 2016, issued <br />a Request for Proposal (RFP) for printing services for the quarterly city news and recreation <br />brochure. The Agency received 3 proposals from interested companies. One was proposal did <br />not submit the required documents and therefore was not considered. <br />An evaluation committee consisting of two representatives from PRCSA Recreation and one from <br />PRCSA Library- Technology reviewed and rated the proposals. The proposals were evaluated <br />according to the criteria listed in the RFP, which includes firm /team experience, relevant project <br />experience, scope understanding, references and fee. The results of the RFP evaluation were as <br />follows: <br />Company <br />Ranking <br />Advantage Mailing <br />1 <br />1 Color Printing and Mailing <br />2 <br />The committee ranked Advantage Mailing higher due to their experience in working with the City <br />and proximity of their offices, which is helpful as transfer of materials, to and from offices, must <br />sometimes be hand delivered just prior to the printing deadlines. The City proposes to enter into <br />a two -year agreement with Advantage Mailing with two, one -year renewal options, for printing <br />services for the quarterly city news and recreation brochure. <br />25G -1 <br />
