2015 URBAN WATER MANAGEMENT PLAN <br />2.5.2 SBx7 -7 Water Use Targets <br />In the 2015 UWMP, the City may update its 2020 water use target by selecting a different target method <br />than what was used in 2010. The target methods and determination of the 2015 and 2020 targets are <br />described below. <br />2.5.2.1 SBx7 -7 Target Methods <br />DWR has established four target calculation methods for urban retail water suppliers to choose from. The <br />City is required to adopt one of the four options to comply with SBx7 -7 requirements. The four options <br />include: <br />• Option 1 requires a simple 20 percent reduction from the baseline by 2020 and 10 percent by 2015. <br />• Option 2 employs a budget -based approach by requiring an agency to achieve a performance <br />standard based on three metrics <br />o Residential indoor water use of 55 GPCD <br />o Landscape water use commensurate with the Model Landscape Ordinance <br />o 10 percent reduction in baseline Commercial /Industrial /Institutional (CII) water use <br />• Option 3 is to achieve 95 percent of the applicable state hydrologic region target as set forth in the <br />State's 20x2020 Water Conservation Plan. <br />• Option 4 requires the subtraction of Total Savings from the baseline GPCD: <br />o Total savings includes indoor residential savings, meter savings, CII savings, and landscape and <br />water loss savings. <br />With MWDOC's assistance in the calculation of the City's base daily per capita use and water use targets, <br />the City selected to comply with Option 3 consistent with the option selected in 2010. <br />2.5.2.2 2015 and 2020 Targets <br />Under Compliance Option 3, to achieve 95 percent of the South Coast Hydrologic Region target as set <br />forth in the State's 20x2020 Water Conservation Plan, the City's 2015 target is 123 GPCD and the 2020 <br />target is 116 GPCD as summarized in Table 2 -9. The 2015 target is the midway value between the 10- <br />year baseline and the confirmed 2020 target. In addition, the confirmed 2020 target needs to meet a <br />minimum of five percent reduction from the five -year baseline water use.
