2015 URBAN WATER MANAGEMENT PLAN <br />in Metropolitan needing to implement its WSAP to preserve dry -year storage and curtail demands <br />(Metropolitan, 2015 UWMP, June 2016). <br />5.2.3 City of Santa Ana <br />The City's Water Conservation Ordinance No. NS -2877 was passed by the City on May 19, 2015. The <br />purpose of the Water Conservation Ordinance is to encourage reduced water consumption within the City <br />through conservation, enable effective water supply planning, assure reasonable and beneficial use of <br />water, prevent waste of water, and maximize the efficient use of water within the City. It provides <br />procedures, rules, and regulations for mandatory water conservation that gain results while minimizing <br />the effect of a water shortage on the City's water customers. <br />The City is fully dependent on Metropolitan and OCWD for its water supply. Confirmation of an extended <br />water shortage emergency would generally be received from one or both of these agencies. An actual <br />shortage does not have to exist; merely the threat of a shortage is sufficient cause to impose sanctions. <br />When a water shortage appears imminent, the City Manager notifies the City Council and recommends <br />holding a public hearing for the purpose of determining whether a water shortage emergency exists. If the <br />City Council determines that a water shortage exists, it then makes the decision as to the appropriate <br />phase of the Ordinance to implement. There are three Water Shortage Stages that the City can <br />implement.
