The first violation will result in a written notice in the utility bill of the <br />customer in violation. The second and subsequent violations will result in a written notice and a surcharge <br />in an amount set by the City Council on the water use in excess of the water allocation requirements. <br />Customers who have three violations within a 12 -month period shall be deemed gross violators and will <br />be subject to the installation of a flow restrictor device by the City.
