• . <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 7, 2017 <br />TITLE: <br />RESOLUTION AUTHORIZING EXECUTION OF <br />PROGRAM SUPPLEMENT AGREEMENTS <br />REQUIRED BY MASTER AGREEMENT NO. <br />12- 5063F15 TO SECURE FEDERAL -AID <br />GRANTFUNDS <br />{STRATEGIC PLAN NO. 6, 1G) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 18' Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the Executive Director of the Public Works Agency to execute all <br />program supplement agreements required by Master Agreement No. 12- 5063F15 for Federal -Aid <br />Projects with the State of California Department of Transportation. <br />DISCUSSION <br />On October 18, 2016, the City Council approved a new Master Agreement for Federal -Aid <br />Projects with the California Department of Transportation (Caltrans), replacing the previous <br />Master Agreement which had been in place since 2007. Master Agreements are generally in <br />place for a period of approximately ten years. While the updated Master Agreement details new <br />grantee general requirements, subsequent Program Supplements allow the City to secure <br />specific grants by identifying precise grant amounts, their purpose, and timeline for completion. <br />The Program Supplements are time - sensitive and require execution by the City as the last step to <br />securing the grant and thereafter receive the funds. To facilitate this process, staff is requesting <br />approval of a resolution authorizing the Executive Director of the Public Works Agency to execute <br />all Program Supplements under the new Master Agreement No. 12- 5063F15. This is a standard <br />method used by local agencies to efficiently secure and receive funds, and to avoid any chance <br />of lapse. The prior Master Agreement had a similar authorizing resolution, and staff recommends <br />continuing that practice. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />55B -1 <br />
