Our approach will be to continue our effort <br />from the point where we completed review of <br />the 30% design. We anticipate providing as - <br />heeded support in technical areas identified <br />by the City, and formal reviews of the 60%, <br />90% and 100% design. Typical areas or our <br />support include: <br />• Civil <br />• Drainage <br />• Traffic <br />• Electrical <br />• Structural <br />• Geotechnical <br />• Surveying <br />• Landscape Architect <br />We will use our knowledge on other streetcar <br />projects to advise the City on key elements <br />of the project that may impact City facllitles. <br />Some of the specific technical topics we <br />envision include: <br />Drainage — The streetcar guideway <br />alignment will likely have challenges related <br />to flooded width of the roadway. In addition, <br />the City's storm drain facilities generally lack <br />needed capacity, and in many cases, are <br />near the end of their useful life. <br />Water Quality — This project will need to <br />comply with permit specifications for North <br />Orange County and meet the requirements <br />of the Santa Ana Regional Water Quality <br />Board (Order No. R8-2009-0030/NPDES <br />No. CAS618030). This will require water <br />quality treatment with City -approved devices. <br />Utilities — The streetcar guideway will <br />introduce conflicts with many crossing and <br />parallel utilities. Treatment of these will need <br />to consider age/condition of the utility, <br />it <br />maintenance accessibility and long-term <br />plans. <br />Traffic — The new streetcar will need to be <br />coordinated with parallel traffic flow, and <br />must consider cross traffic along busy <br />arterials. In addition, there will be elements <br />related to safe and efficient operation in <br />specific areas that need to be addressed. <br />This can be particularly challenging in the <br />downtown area with events. <br />Overhead Contact System (OCS) — The <br />OCS will need to be designed to minimize <br />impacts to trees, sidewalks, surface utilities, <br />businesses, and residents. In addition, this <br />system will need to consider ultimate <br />improvements since modification is costly <br />and impacts streetcar operation. <br />TPSS Sites — Size and configuration of the <br />TPSS sites is a critical component as these <br />have the potential to be unsightly and <br />prevent future improvements. Working <br />closely with the designer to consider current <br />and future community needs is critical. <br />Geotechnical — Geotechnical considerations <br />have the potential to reduce cost and <br />impacts; however, it is critical that these <br />recommendations adequately support the <br />long-term needs of the facility and adjacent <br />roadway. <br />Right -of -Way— Providing all of the needed <br />property conveyances and identifying <br />challenges early is critical to the success of <br />the project. This also includes evaluating <br />prior rights to assure that all transactions <br />consider proper agreements. <br />Kidep Norm <br />
