MINUTES OF THE SPECIAL MEETING OF THE <br /> CODE OF CONDUCT AND ETHICS <br /> COUNCIL COMMITTEE <br /> NOVEMBER 30, 2015 <br /> Meeting Convened at City Hall, Ross Annex, Room 1600, 20 Civic Center Plaza Santa Ana, <br /> CA at 4:02 p.m. <br /> In attendance were Committee Members Sal Tinajero and Angelica Amezcua, Chair and Staff <br /> members David Cavazos, City Manager; Sonia Carvalho, City Attorney and Maria D. Huizar, <br /> Clerk of the Council. <br /> PUBLIC COMMENTS — None <br /> AGENDA ITEMS <br /> 1. APPROVE MINUTES OF THE OCTOBER 1, 2015 SPECIAL MEETING {STRATEGIC <br /> PLAN NO. 5, 1} <br /> Motion by Tinajero, seconded by Amezcua to approve Minutes. Motion carried. <br /> 2. REVIEW OPTIONS FOR CONSIDERATION REGARDING COUNCIL CONDUCT <br /> POLICY <br /> • Option #1 (status quo) - Utilizing the existing Code of Ethics and Conduct as well as <br /> current processes <br /> • Option #2 - Modeled after the City of Los Angeles censure procedures which is a <br /> simple process and not as elaborate as the City of San Jose (see attached) <br /> • Option #3 — Modeled after the City of San Jose which is an elaborate policy which <br /> provides detailed guiding principles, definitions, and process of investigation (see <br /> attached). <br /> Discussion ensued. Committee recommended consideration of Options 2 and 3 by the <br /> full City Council. Chair Amezcua, suggested that proposed language be concise and <br /> consequences clear. City Manager Cavazos, indicated that fiscal impacts, staffing and <br /> implementation schedule need to be considered before proposal finalized.
