REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 21, 2017 <br />TITLE: <br />AGREEMENTS WITH J&G INDUSTRIES, <br />NATIONAL DEMOLITION CONTRACTORS, <br />AND INTERIOR DEMOLITION, INC., FOR <br />DEMOLITION SERVICES FOR CAPITAL <br />IMPROVEMENT PROJECTS <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1C) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />Eā€¢0:ā€¢ O, <br />CI As Recommended <br />As Amended <br />ā‘ Ordinance on 1" Reading <br />D Ordinance on 2ntl Reading <br />ā‘ Implementing Resolution <br />® Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute agreements with J&G Industries, <br />National Demolition Contractors, and Interior Demolition, Inc., to provide on-call demolition <br />services for a three-year term beginning February 21, 2017, and expiring February 20, 2020, with <br />provisions for one, two-year renewal option exercisable by the City Manager and City Attorney, in <br />an aggregate amount not to exceed $2,200,000, subject to nonsubstantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />During the last two years, the escalation of property acquisitions for street improvements has led <br />to an exhaustion of the demolition contracts the City has in place. The City has received <br />renewed funding for right-of-way activities, which includes demolition costs for three segments of <br />the Bristol Street Improvement Project. Approval of this recommended action will provide <br />continuity in proceeding with demolition services after property acquisition. Staff has followed the <br />established procedures to ensure there is access to qualified demolition contractors for the Bristol <br />Street Improvement Project, as well as other projects approved in the City's Capital Improvement <br />Programs. On-call agreements are most appropriate considering the unknown timing and exact <br />scope of services needed. <br />On January 10, 2017, the Public Works Agency released a Request for Proposals (RFP) to <br />qualified firms to provide on-call demolition services. The RFPs were also posted on the City <br />website. A total of 4 proposals were received and evaluated by a review committee from the <br />Public Works Agency. Each proposal was rated according to its qualifications, experience, <br />capacity to perform the required work, and pricing data.
