16. The developer shall provide a Parking Management Agreement. Part of that agreement <br />will include provisions for the City to rnaintain and operate the parking structure until <br />such time that the property must be prepared for demolition. <br />17. The proposed development must reconnect Sycamore Street between 3rd Street and 4 Ih <br />Street for both vehicle and pedestrian access. <br />18. Existing street parking meter and parking activity must remain intact except for street <br />closures for construction. <br />19. Developer shall reasonably improve the alley adjacent to the property according to <br />specifications determined during the entitlement review process. <br />20. Developer shall remove the existing pedestrian bridges. <br />21. Developer shall provide ground floor, pedestrian oriented commercial uses as will be <br />detailed during the entitlement process, <br />22. The developer shall provide a reasonable construction schedule, staging and management <br />plan to be reviewed and approved by the City to eliminate or mitigate impacts to the <br />surrounding businesses and the public during construction. <br />23. The construction management and mitigation plan shall be discussed and reasonably <br />analyzed as part of the environmental review process prior to final approvals. <br />24. Developer shall be fully responsible for securing and leasing staging locations at own <br />expense as approved by City. <br />25.
