Cardboard , paper , magazines , palm <br /> fronds , tree limbs , brush, weeds and similar dry materials <br /> must also be tied in bundles with a heavy cord or wire <br /> strong enough to act as a handle , or be placed in other <br /> acceptable containers . Any such bundle or items shall not <br /> exceed four feet in length, eighteen inches in thickness , or <br /> weigh in excess of 40 pounds . Oil drums, grease drums and <br /> similar metal containers , paper grocery bags, broken wooden <br /> boxes and crates, broken or wet cardboard boxes , any <br /> container with sharp, rough, or jagged edges which may <br /> hamper or injure the handler , are not acceptable as refuse <br /> containers and will not be picked up or emptied . Discarded <br /> household items, broken down and packaged in a size and to a <br /> weight easily handled by one man will be considered as <br /> refuse ; however , large , heavy items not so broken down , <br /> including , with limitation of the generality thereof , water <br /> heaters , couches , tables , refrigerators , stoves , and other <br /> large pieces of furniture or household equipment and <br /> similarly bulky items, will not be treated as refuse <br /> collectible under this Agreement ( except insofar as disposed <br /> or under the provisions of section 17 ) . All kitchen waste , <br /> ashes , hair clippings, floor sweepings and similar light <br /> materials must be well and securely wrapped to prevent <br /> spillage and to protect the public health and safety.
