In the event that the City 'Council determines that <br /> any specified area of the City containing several <br /> residential buildings receiving bin service has evidenced a <br /> need for more frequent collections than are required by the <br /> abovesaid minimum and imposes such higher requirements on <br /> Contractor ' s customers therein for sanitation or health <br /> reasons by appropriate ordinance or resolution , Contractor <br /> shall furnish such additional collections and shall be <br /> entitled to compensation from 'the customers to the same <br /> extent as if the customer requested such additional <br /> collections from the Contractor . <br /> Contractor shall also comply with any request by <br /> the Director of Public Works to change the scheduled <br /> collection days for residential bin service customers which <br /> is designed to promote conformity of bin service collections <br /> in any specified area of the City to improve sanitation or <br /> reduce noise . <br /> 24 . Prohibition Against Effecting <br /> Average Rate Increases <br /> Contractor shall not enter into any agreements or <br /> arrangements with refuse collection firms in any of the <br /> cities whose rates affect Contractor ' s compensation under <br /> sections 21 or 22 for the purpose of increasing the rates <br /> paid in such cities . <br /> 25 . Compensation Reduction During Strike Period <br /> In the event that there occurs any period in which <br /> Contractor fails to maintain substantially complete regular <br /> 28 . <br />
