Accept the contractor' s withdrawal of his request <br /> for a one year extension of the existing trash <br /> contract and permit the contractor to prepare <br /> multiple proposals for the City' s consideration; <br /> 2 . Authorize City staff to prepare an RFP (Request <br /> for Proposal) for a consultant to be retained to <br /> analyze any proposals developed by the contractor, <br /> or other contractors , and to advise the City on <br /> options available ; and <br /> 3 . Authorize the existing Council-Staff task force to <br /> continue negotiations with the contractor on this <br /> matter. <br /> BACKGROUND <br /> At the request of Council at its meeting on December 20, the City' s <br /> negotiating staff, headed by Councilman David Ortiz , the City Manager <br /> and Assistant City Manager , has held two meetings with the contractor <br /> who was represented by Ron Blackman, Tom Blackman, Jr. and Attorney <br /> Rodger Howell . <br /> The City staff suggested that the principles which the Council wished <br /> to. see accepted included a requirement for financial disclosure as a <br /> precondition for any additional extensions of the existing contract , <br /> a combining of the proposals for a single package for both residential <br /> and commercial collections , and consideration of providing for limited <br /> competition in the future for the commercial service. The contractor' s <br /> response is that all of these principles are acceptable and they are <br /> willing to expand these concepts in their future proposals to the City. <br /> The contractor indicated in the second meeting today that all of these <br /> requests by the City are fully negotiable and wantsadditional time <br /> to allow for preparation of several proposals for the City' s considera • <br /> tion. The contractor feels that it will be necessary to retain the <br /> financial advisors to do some in depth analysis of their operating costs <br /> and to prepare some multi-year cost projections in order to be able <br /> to furnish the City with viable proposals that will contain fixed rates <br /> for both commercial and residential refuse service over a multi-year <br /> period. <br /> Our negotiating team believes that this is a reasonable request and <br /> that the contractor is sincere in negotiating in good faith with us <br /> to achieve these mutually agreed upon objectives. The contractor felt <br /> that there was relatively little advantage in pursuing his present ret <br /> quest for a one year extension of the existing contract which will expire <br /> in October of 1978 , and therefore, wishes to request withdrawal of this <br /> oneUsoear extension at the present time . <br /> @� ®gyp - <br /> >76-1916 T1C /llL Cr_ .a <br />
