To the average rates, we have added seven percent ( 7% ) per year for increased expenses plus the estimated effect of a new labor contract currently under negotiations . All rates to become effective July 1 , 1978 , with the residential rates in 1978 only to be paid retroactive to April 18 , 1978 to compensate for labor adjust- ments of first year .
