MEMORANDUM <br /> C111 or <br /> To: City Manager c „C, Date niaala September 2, 1970 <br /> From: Director of Public Works <br /> Subject: PROPOSED CHANGES IN REFUSE COLLECTION RULES AND REGULATIONS <br /> On November 1, 1963, Great Western Reclamation, Inc. , began a seven-year contract for the <br /> collection and disposal of refuse within the City of Santa Ana. Just previous to that <br /> time, the City Council received bids, and the contract was awarded to the lowest bidder. <br /> In reviewing the experiences of these past six years, as a general conclusion, we believe <br /> that the contractor has provided adequate service. Our administrative costs have been <br /> minimal, and with the suggested changes contained in this report, we feel that both the <br /> service and administration can be made more effective. At a cost of $1.00 per month per <br /> household, Santa Ana has the lowest charge for refuse collection of any jurisdiction in <br /> Orange County. There are presently 36,500 refuse collection stops in this City. Last year, <br /> the City Council authorized an extension of the contract for an additional four-year period <br /> --making the new expiration date October31, 1974. This was done so that the contractor <br /> could make a large capital investment in new equipment. <br /> The attached sheet listing the possible changes in refuse collection rules and regulations <br /> were mailed on July 7 to a number of organizations within the City and to the press. In <br /> our letter of transmittal we asked for the comments of the organizations since some of the <br /> changes would be of concern to local businesses. We also offered to have a representative <br /> from the Public Works Department attend a meeting of each group to answer questions and to <br /> discuss the changes in more detail. These letters were sent to the following organizations: <br /> Santa Ana Chamber of Commerce <br /> Santa Ana City Center Association <br /> Seventeenth Street Association <br /> South Main Improvement Association <br /> Let's Improve Santa Ana (L.I.S.A.) <br /> Honer Plaza Association <br /> Fashion Square <br /> Industrial Development Association of Greater Santa Ana <br /> Letters favoring the changes were received from the Chamber of Commerce, the City Center <br /> Association, L.I.S.A. , and the Industrial Development Association. A letter was also <br /> received from the South Main Improvement Association stating their opposition to the change <br /> from the present schedule of daily collection in the commercial map area to the proposed <br /> once-a-week collection. A story in The Register gave these proposals city-wide publicity <br /> early in July (copy attached) . <br /> CHANGE 1 - Amend the dontract with Great Western to provide that all refuse in the City <br /> will be collected at least once each week on a regular schedule and to provide <br /> that any commercial users who require or desire to have more frequent collection <br /> may contract with the collector for the extra service at uniform rates. <br /> This will delete the special treatment for daily pick-up afforded certain portions of the <br /> commercial areas since this contract was initiated, and provide uniform treatment for all <br /> commercial areas of the City. Section 2(h) of the contract requires daily collection from <br /> certain commercial areas of the City as indicated on the Exhibit Map, a copy of which is <br /> 0 <br />
