EXCERPT OF MINUTES OF THE REGULAR MEETING OF AUGUST 5, 1963 <br /> REFUSE COT.T.FCTION Councilman Gilmore asked that he be <br /> disqualified from discussion and action <br /> in the following matter because of a <br /> conflict of interest, and left the <br /> Council Chamber. Council received the City Manager's evaluation of the three <br /> lowest proposals submitted for the collection of garbage and refuse in the <br /> City of Santa Ana in which he stated that all of the companies are adequately <br /> financed, have sufficient experience, have adequate performance bonding <br /> capacities, present no danger of introducing criminal elements, present no <br /> problem of control or willingness to meet standards of operation, and have <br /> provided adequate assurance of acceptable equipment. It was the Manager's <br /> recommendation that the contract be awarded to the Great Western Reclamation <br /> Company. <br /> Dale Heinly, 611 W. 8th Street, attorney representing the Santa Ana Commercial <br /> Company, presented the qualifications of the company, and read a letter from <br /> Adam Schleining, expressing the belief that the Santa Ana Commercial Company <br /> is the lowest responsible bidder. Mr. Heinly showed pictures of El Centro <br /> garbage truck and alley after pickup was made, and also pictures of Santa Ana <br /> Commercial plant stressing cleanliness. On motion of Councilman Hubbard, seconded <br /> by Councilman Schlueter, and carried, the letter was received and ordered filed <br /> by Council. <br /> Robert S. Barnes, 1016 N. Broadway, attorney, spoke on behalf of the Great <br /> Western Reclamation Company, commending the Manager's specifications and investi- <br /> gation. Council also heard a statement by Andrew V. Hohn, that he took the <br /> South Gate contract at less money than Santa Ana Commercial and was providing <br /> satisfactory service. <br /> Mayor Hall commended the Santa Ana Commercial Company for the fine job done for <br /> the past eleven years. <br /> It was moved. by Councilman Harvey, .seconded by Councilman Schlueter and carried, <br /> that the contract for refuse collection services be awarded to Great Western <br /> Reclamation Company. <br />
