DISCUSSION The agreement with Great Western Reclamation (GWR) requires GWR to pay five percent of their gross receipts to the City as a program surcharge) fee to cover administrative, billing and support costs for the refuse collection enterprise. The program surcharge fee is assessed on gross receipts collected from GWR' s customers - businesses and multi-family residents receiving bin and roll-off services. A fee increase of one percent is being recommended under separate action to cover cost-of-living expenses in the City' s curbside collection program. A similar increase is proposed with this action to cover cost-of-living increases in the City' s bin and roll-off refuse collection program.
