The law <br /> mandates reduction in refuse disposed of by 25% by 1995 and by 50% <br /> by the year 2000. <br /> The City of Santa Ana adopted the required Source Reduction and <br /> Recycling Element (SRRE) in June 1992 . This plan includes the <br /> recycling and composting programs required to meet the mandatory <br /> reductions. <br /> On December 7, 1992 the City Council directed staff to seek <br /> competitive proposals for a single company to provide the City' s <br /> refuse collection, disposal and recycling services. The Public <br /> Works Agency hired the consulting firm of Hilton, Farnkopf and <br /> Hobson to assist in preparation of a Request for Proposal (RFP) . <br /> The RFP was released on January 15, 1993 . <br /> 147 2 5F <br /> C.S.383 <br />
