In addition, roll-off boxes <br /> for neighborhood cleanups will be provided by Great <br /> Western at no cost to the Economic Development Agency. <br /> 3 . Franchise fee of 5% to be paid to the City <br /> Presently part of the residential fee is utilized to <br /> support the refuse collection program. This agreement <br /> will extend a similar fee (which is built into the rates) <br /> to commercial, apartment bin and roll-off service <br /> accounts. <br /> Effective July 1993 the City will receive 5% of gross <br /> revenues from all services directly billed by Great <br /> Western. This will generate approximately $650, 000 in <br /> new revenue for the City per year. <br /> The proposed agreement will allow the City to provide quality <br /> refuse services, begin recycling, maximize the City' s capabilities <br /> for meeting state mandates - all at very competitive rates. <br /> FISCAL IMPACT <br /> The rate paid to Great Western Reclamation will be $8 . 70 per month <br /> per customer for the first six months, $9.70 per month for the <br /> second six months, and $10. 80 for the second year of the agreement. <br /> The rates payable by the commercial, residential bin and roll-off <br /> service customers are listed on the attached exhibits submitted by <br /> Great Western Reclamation. <br /> The agreement will provide an increase in City revenues of <br /> approximately $650, 000 and a decrease in current City expenditures <br /> of approximately $360, 000 each year of the agreement. <br /> APPROVED AS TO FUNDS AND ACCOUNTS: <br /> Jam sivss( > Rod R.
