Adopt a resolution establishing the refuse collection curbside <br /> rate at $14 . 02 per month for FY 1996-97 . <br /> 2 . Adopt a resolution approving the agreements required to <br /> finance the City' s recycling project. <br /> 3 . Authorize the City Attorney to prepare and the Mayor and the <br /> Clerk of the Council to execute an agreement with Great <br /> Western Reclamation reflecting the changes in the City' s <br /> recycling program, the change in the program surcharge and <br /> extending the contract through June 2008 . <br /> DISCUSSION <br /> In 1989 the State legislature passed Assembly Bill (AB) 939 which <br /> became known as the California Integrated Waste Management Act. <br /> The Act requires each city and county in the State to develop a <br /> plan for reducing the amount of refuse disposed of in the county <br /> landfills . The law mandates a 25% reduction in the amount of <br /> refuse taken to the landfill by 1995 and a 50% reduction in the <br /> amount of refuse taken to the landfill by 2000. <br /> The City of Santa Ana adopted the required Source Reduction and <br /> Recycling Element (SRRE) in June 1992. This plan includes the <br /> recycling and composting programs required to meet the mandatory <br /> reductions . <br /> 341 <br /> B <br /> CS 383 <br />
