Adopt an ordinance amending Chapter 16 of the Municipal Code to allow temporary construction and demolition solid waste to be collected in roll-off containers or in bins. 2 . Direct the City Attorney to prepare and authorize the Mayor and Clerk of the Council to execute an agreement with Ware Disposal and an agreement and amendment with Great Western Reclamation for collection and handling of temporary - collection and demolition solid waste through the year 2002 . DISCUSSION In 1993, the City awarded a five year agreement to Great Western Reclamation to collect and dispose of the City' s solid waste following a competitive process. That agreement included all solid waste generated in the City except temporary construction and demolition solid waste. At that time, the Council authorized staff to send a five-year notice to haulers operating in the City indicating the City' s intentions to limit the number of haulers for the collection and disposal of temporary construction and demolition solid waste at the end of the five-year period. The Council also requested that staff work with the small haulers to develop a process that would allow small haulers to continue providing roll-off services in the City. Staff met with the small haulers and representatives from the Chamber to develop a permit 143 CS.383
