The agreements with Waste Management and Ware Disposal for the hauling <br /> and processing of construction and demolition (C and D) debris expired on <br /> June 30, 2002 . In July 2002 the Council authorized a six-month extension <br /> and in January 2003 the Council authorized a twelve-month extension to <br /> each agreement. <br /> The City' s Municipal Code allows the collection, transportation and <br /> disposal of C and D solid waste as long as the company has an agreement <br /> with the City. The current agreements allow both companies to operate <br /> anywhere in the City and to collect and process C and D debris . <br /> It is recommended that the City Council authorize a one year extension to <br /> each agreement, with an additional one year renewal option, subject to <br /> the approval of the Executive Director of Public Works . Staff is also <br /> recommending an increase to the program surcharge from 10 . 6 percent to <br /> 12 . 8 percent to reflect the City' s current program surcharge on <br /> commercial and industrial materials . <br /> Page 41 25 .
