(714)835-4264 <br /> Vice President/C.F.O. ` Fax (714) 835-0930 <br /> 1 - * - � <br /> January 14 , 1993 <br /> Gentleman : <br /> It was brought to my attention, that the COUNCIL, will be taking <br /> an open bid on renewing a new contract on SERVICES rendered to <br /> the CITY OF SANTA ANA, concerning TRASH COLLECTION, etc. <br /> I am well aware that the job of the COUNCIL is to get the best <br /> price for services rendered . If I am not mistaken that, by LAW <br /> all companies must be given an equal opportunity to bid for the <br /> job. <br /> In considering all your options there are many important items <br /> in choosing or making your final choice. Listed are a few of <br /> the questions I would consider before making any decision : <br /> 1 . Has the COMPANY we now have, lived up to its existing <br /> contract? <br /> 2 . Has the COMPANY we now have, failed on any of its ser- <br /> vices? <br /> 3 . Has the COMPANY we now have, cost our CITY any extra <br /> DOLLARS that was not negotiated in the CONTRACT? <br /> 4 . Is the CITY satisfied with the services with the COM- <br /> PANY now under CONTRACT? <br /> 5 . Can the COMPANIES in the running on the new bid give <br /> us anything better that what we NOW have? <br /> 6 . MOST IMPORTANT . Will anyone, other than the CITY, hew <br /> nefit from a new CONTRACT other than the the -one we now,. <br /> have? Plainly speaking, conflict -of interest and or <br /> personnel gain by any member of the body selecting a new <br /> COMPANY. I do not want to read later, in the newspaper, <br /> that there was any shady deals made in order to select <br /> a different COMPANY. <br /> 7 . Will a NEW COMPANY do as much for the CITY as GREAT- <br /> WESTERN, over and above normal business? This item is <br /> of great interest to me. <br /> 8 . Is an underbid necessarily the best? Not knowing or <br /> having a track record concerning THIS new company,o <br /> What I am saying is , in my opinion GREAT WESTERN has taken care <br /> of business in SANTA ANA and I see no need to start changing <br /> carts . <br />
