I. EXECUTIVE SUMMARY <br /> A. A GREAT RECORD - A CONTINUING COMMITMENT <br /> Santa Ana is a great City with which to do business. We should know -- Great <br /> Western Reclamation, a division of Waste Management Collection and Recycling Inc., has <br /> had the privilege of working with the City to serve its residents and businesses for nearly <br /> 30 years. We are proud of the quality and variety of environmental services we have <br /> been able to provide over the years. <br /> This proposal, entitled City-Cycle: Waste Collection and Recycling Partnership, is not <br /> based solely upon our past performance. We are committed to building upon our <br /> successful track record. This proposal is not about "business as usual." We have taken <br /> a fresh, forward-looking approach to meeting the City's needs today and for the next five <br /> years. And, as a result, we plan to implement a variety of new, innovative programs, <br /> services and activities. <br /> Great Western and the Waste Management, Inc. affiliated companies have expanded <br /> upon our primary mission to become the largest recycling services provider and the <br /> foremost environmental services firm in California. <br /> • 60,000 residential recycling customers in Orange County <br /> • 1 million residential recycling customers in California <br /> • More than 150,000 tons of recyclable material will be diverted in 1993 in California. <br /> B. THE CITY-CYCLE PARTNERSHIP -- GUIDING PRINCIPLES <br /> Our City-Cycle proposal presents both a vision and operational plan that will enable <br /> Santa Ana to improve its quality of life by contributing solidly to the environmental and <br /> economic well-being of the City. Our proposal is premised upon four guiding principles: <br /> • Customer Service <br /> • Value <br /> • Recycling and Environmental Protection <br /> • Community Involvement <br /> These principles define our commitment to the City of Santa Ana. We accept the <br /> responsibility of measuring up to and exceeding the highest standards...every day. <br /> C. CUSTOMER SERVICE <br /> 1. Comprehensive Services <br /> Great Western Reclamation has the technical, financial and human resources <br /> to provide the level of comprehensive recycling and waste collection services <br /> required by Santa Ana --for the residential, commercial and industrial sectors. We <br /> are fully capable of meeting and exceeding the requirements for basic collection <br /> services; recycling and yard waste diversion programs; public education; public <br /> and worker safety; facility, vehicle and equipment maintenance; and financial and <br /> administrative services. <br />
