It is critical to note that this proposal includes considerable changes from <br /> current service levels and previous contract requirements, and responds to the <br /> City's request for new and improved services. The combination of these <br /> adjustments, economies of scale, and efficiencies resulting from our experience, <br /> allow us to be the low cost provider of the highest quality service for this <br /> community. <br /> 2. Comprehensive Services <br /> When the comprehensiveness of our services are combined with our <br /> competitive prices, our customers receive the best value in the marketplace. In <br /> addition to the current array of basic and emergency services provided by Great <br /> Western, we remain on the cutting edge of recycling and other environmental <br /> services to ensure Santa Ana is in full compliance with existing laws and <br /> regulations. Further, we will continue to explore avenues which ensure quality <br /> competive service at a reasonable price. <br /> 3. Future Enhancements <br /> We will indemnify Santa Ana with respect to the waste reduction and recycling <br /> requirements of AB 939, which carries potential fines of $10,000 per day for non- <br /> compliance. We will offer several new services, such as collection of bulky items <br /> and a drop-off and buy-back center for recyclables, at no cost. Most important, <br /> we are developing a modern, state-of-the-art materials recovery and recycling <br /> facility in Santa Ana. The Santa Ana/City-Cycle MRF will increase efficiencies in <br /> the system for Santa Ana by reducing traveling distances for trucks, by utilizing the <br /> most current technology and procedures for materials recovery and marketing, and <br /> by creating significant direct and indirect economic benefits, including local jobs. <br /> A recent independent study by Dr. Raymond Sfeir, Associate Professor of <br /> Economics, Chapman University, projected significant benefits for Santa Ana from <br /> Great Western's proposed Municipal Solid Waste Collection and Recycling contract <br /> and Materials Recovery Facility over the period from July 1993 through June 1998. <br /> These benefits, are as follows: <br /> • $24.8 million increase in personal income. <br /> • $106,000 sales tax revenue to the City. <br /> • $3.6 million of new personal income will be created in 1994. <br /> • $17.5 million total increase in personal income as a result of long-term <br /> employment. <br /> • Potentially $5 million in new revenues to the City from host fees. <br /> • Employment opportunities for disadvantaged youth in high risk <br /> populations. <br />
