RESOLUTION NO. 2017-010 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING GENERAL PLAN <br />AMENDMENT NO. 2016-03 FOR THE PROPERTY <br />LOCATED AT 415 AND 423 SOUTH RAITT STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The Parks, Recreation and Community Services Agency ("Applicant") is <br />requesting approval of General Plan Amendment No. 2016-03 to amend the <br />General Plan land use designation of City -owned properties located at 415 and 423 <br />South Raitt Street from Low Density Residential (LR -7) to Open Space (0) and to <br />update text portions of the City's Land Use Element to reflect this change in order <br />to facilitate the construction of a future park. <br />B. On September 30, 2016, pursuant to Senate Bill 18, the City mailed consultation <br />letters to all tribes listed on the Native American Heritage Commission (NAHC) <br />Tribal Consultation List and were given 90 days or until January 3, 2017 to consult <br />with the City. The City consulted with three local tribes. <br />C. The Planning Commission of the City of Santa Ana held a duly noticed public <br />hearing on January 9, 2017. The Planning Commission recommended a <br />continuance to provide additional information and that representatives from CDA & <br />PRCSA be present. On January 23, 2017, the Planning Commission of the City of <br />Santa Ana held a duly noticed hearing and voted to recommend that the City <br />Council adopt a resolution approving General Plan Amendment No. 2016-03. <br />D. On February 21, 2017, the City Council of the City of Santa Ana held a duly <br />noticed public hearing to consider all testimony, written and oral, related to <br />General Plan Amendment No. 2016-03, at which time all persons wishing to <br />testify were heard, the project was fully considered, and all other legal <br />prerequisites to the adoption of this Resolution occurred. <br />E. General Plan Amendment No. 2016-03 has been filed to amend the General <br />Plan to change the land use designation from Low Density Residential (LR -7) to <br />Open Space (0). <br />1. The existing General Plan land use designation for the project area is Low <br />Density Residential (LR -7), which allows residential developments of up to <br />seven dwelling units per acre. In order to facilitate the future construction of a <br />park, this land use designation needs to be changed to Open Space (0), <br />which allows for the construction of parks, water channels, cemeteries and <br />Resolution No. 2017-010 <br />Page 1 of 9 <br />
