MEETING DATE: <br />MARCH 7, 2017 <br />TITLE; <br />APPROPRIATION ADJUSTMENT <br />ACCEPTING 2016 IMPROVING <br />CRIMINAL JUSTICE RESPONSES <br />TO SEXUAL ASSAULT, DOMESTIC <br />VIOLANCE, DATING VIOLENCE, <br />AND STALKING GRANT PROGRAM <br />FUNDS <br />{STRATEGIC PLAN NO. 1, 313} <br />CITY OANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />,...• E <br />E-1 As Recommended <br />LZ1 As Amended <br />© Ordinance on I6� Reeding <br />L� Ordinance on 2 I Reeding <br />® Implementing Resolution <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment accepting $136,036.80 in the Human Options Grant <br />revenue account (no. 12714002 52001) and appropriate same in the Human Options Grant <br />expenditure account (no. 12714406 61040). <br />DISCUSSION <br />The United States Department of Justice Office on Violence Against Women solicited grant <br />applications for the Improving Criminal Justice Responses to Sexual Assault, Domestic Violence, <br />Dating Violence, and Stalking grant program, which implements certain provisions of the Federal <br />Violence Against Women Act. The program enhances victim safety and offender accountability in <br />cases of sexual assault, domestic violence, dating violence, and stalking by encouraging <br />jurisdictions to implement pro- arrest policies as an effective intervention that is part of a <br />coordinated community response. An integral component of the Improving Criminal Justice <br />Responses program is the creation and enhancement of collaborative partnerships between <br />criminal justice agencies, victim services providers, and community organizations, which respond <br />to sexual assault, domestic violence, dating violence and stalking. <br />In response to this available funding, Human Options and Santa Ana Police Department entered <br />into the attached memorandum of understanding, which was a requirement of the grant <br />application. Human Options submitted the grant application to the United States Department of <br />Justice Office on Violence Against Women and was awarded $450,000. The memorandum of <br />understanding designated Human Options, Inc. as the lead agency for this program, and names <br />the Santa Ana Police Department as the criminal justice agency partner to investigate domestic <br />violence cases. The Santa Ana Police Department was awarded $136,036.80 to fund detective <br />overtime. <br />20A -1 <br />
