REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 7, 2017 <br />TITLE: <br />RESOLUTION AUTHORIZING THE <br />SUBMITTAL OF A HOUSING RELATED <br />PARKS GRANT APPLICATION <br />{STRATEGIC PLAN NO. 5, 4A} <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />I ll if k <br />Adopt a resolution authorizing the submittal of a Housing Related Parks Grant application in the <br />amount of $938,950 for the construction of a park at the southwest corner of Sixth Street and Lacy <br />Street. <br />DISCUSSION <br />The State of California issued a Notice of Funding Availability for the Housing Related Parks <br />Program to provide funds for parks and recreation projects that benefit the community and add to <br />the quality of life. The program award funds on a per- bedroom basis for residential units, <br />affordable to very low- and low- income households, created or converted during the designated <br />program year. <br />The proposed project site is slightly less than half an acre of vacant land across the street from the <br />Garfield Community Center and Elementary School. The project will include, but not limited to, <br />playground equipment, shade structure, tables, community garden, walkways, signage, drought <br />tolerant landscaping, fencing and other site amenities. <br />In 2014, the City submitted an application for this program and received grant funds that were used <br />to develop the Memory Lane /Santa Ana River Park site, next to the Vista Del Rio Housing project. <br />If awarded, this grant will provide another opportunity to add much needed park space to the City. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 - Community Health, Livability, Engagement & <br />Sustainability, Objective #4 (Support neighborhood vitality and livability), Strategy A (Support the <br />design and construction of parks to provide increased open space and opportunities for recreation <br />throughout the city, construct the Roosevelt Walker Park and Community Center, and develop <br />5513-1 <br />
