NO. 17 -025) <br />{STRATEGIC PLAN NO. 6, 1} <br />CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY. <br />❑ As Recommended <br />❑ As Amended <br />Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Golden Bell Products, Inc., for treatment of sanitary sewer manholes with <br />insecticidal latex coating for a one -year period expiring March 31, 2018, with provisions for three <br />one -year renewals, in an annual amount not to exceed $100,000, subject to nonsubstantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Water Resources Division maintains a sanitary sewer system consisting of 390 <br />miles of pipelines and 8,000 manholes. Bug and insect infestation is controlled by applying <br />insecticide in sewer manholes. The use of insecticidal latex coating provides a cost - effective <br />manhole treatment that remains in effect for several years after application. Due to the required <br />specialized materials and equipment, the City contracts with a private company for this work. <br />Golden Bell Products, Inc. holds the sole distribution and application rights for insecticidal latex <br />coating within the state of California. It provides treatment services to the Los Angeles County <br />Sanitation District, as well as to approximately 60 other cities and agencies in California, and has <br />been providing this service to the City of Santa Ana for the past ten years. Their work has been of <br />high quality with effective cockroach control continuing well beyond the two -year warranty period. <br />The proposed contract will provide treatment for approximately 4,000 sanitary sewer manholes <br />per year. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 — Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets). <br />22C -1 <br />
