16. Will Comply with the Lead -Based Paint Poisoning Prevention Act (42 U.S.C. §§ 4801 et sec;.) which <br />prohibits the use of lead-based paint in construction or rehabilitation of residence structures. <br />17. Will cause to be performed the required financial and compliance audits in accordance with the U.S. <br />Government Accountability Office's (GAO) Government Auditing Standards, and the requirements of <br />2 C.F.R. Part 200, Subpart F. <br />18. Will comply with all applicable requirements of all other Federal lays, executive orders, regulations and <br />policies governing this program. This includes all requirements, restrictions and regulations identified in the <br />California Governor's Office of Emergency Services (Cal OES) Fiscal Year 2015 Emergency Management <br />Performance Grant WMPG) Program. - California Supplement to the Federal Program Notice of Funding <br />Opportunity; or, The State Guidance. <br />19. Will comply with the requirements of Section 106(g) of the Trafficking Victims Protection Act (TVPA) of <br />2000, as amended (22 U.S.C. § 7104) which prohibits ;rant award recipients or a subrecipient from (1) <br />Engaging in savere forms of trafficking in persons during the period of time that the award is in. effect (2) <br />Procuring a commercial sex act during the period of time that the award is in effect or (3) Using forced labor <br />in the performance of the award or subawards under the award, See Article X. <br />20, Will comply with. Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents. <br />The adoption of the rN 1S is a requirement to receive Federal preparedness assistance, through grants, <br />contracts, and other activities. The NMiS provides a consistent nationwide template to enable all levels of <br />government, tribal nations, nongovernmental organizations, and private sector partners to work together to <br />prevent, protect against, respond to, recover from, and mitigate tile effects of incidents, regardless of cause, <br />size, loeation, or complexity. <br />21, Will not dispose of, modify the use of, or change the terms of the real proporty title, or other interest in the <br />site and faci.lides without permission and instructions from the awarding agency. 'Will record the Federal <br />interest in the title of real property in accordance with awarding agency directives and will include a <br />covenant in the title of real property acquired in whole or in part with Federal assistance funds to assure non- <br />discrimination during the useful life of the project. <br />22. Will comply with the requirements of the assistance awarding agency with regard to the drafting, review and <br />approval Of construction pians and specifications. <br />23, Will provide and maintain competent and adequate engineering supervision at the construction site to ensure <br />that the complete work conforms with the approved plans and specifications and will furnish progress reports <br />and such other information as may be required by the assistance awarding agency or State. <br />24. Will comply with Public Law (PL) 109-282 (Federal Funding Accountability and Transparency Act of 2006), <br />as amended by Section 6202(a) of the Government Funding Transparency Act of 2008 (PL 110-252), which <br />is outlined in FEMA GPD Information Bulletin No. 3.50. If the subrecipicnt in the preceding year did not get <br />801/10 or more of its annual gross revenues from Federal Awards, and $25T%,1 or more in annual gross revenues <br />from Federal Awards, and the public does have access to information about tlae compensation of the senior <br />executives of the entity, then the subrecipient is not subject to the FFATA Financial Disclosure .requirements, <br />See Article XXXVI. <br />25.
