Authorize emergency repairs to the Third and Birch Parking Structure, the First Street Bridge <br />over the Santa Ana River, the Safety Wall adjacent to the railroad tracks near Lincoln Avenue <br />and Beechwood Street, and a City- owned, 20- foot -wide drainage channel located at the rear <br />of 4080 First Street. <br />2. Award a contract to Arnaz Engineering Contractors, Inc., to perform the urgent repairs to the <br />four locations identified above, with all four repairs to be performed on a time - and - materials <br />basis in the total amount not to exceed $220,000, subject to nonsubstantive changes <br />approved by the City Manager and the City Attorney. <br />3. Approve an appropriation adjustment recognizing $30,000 from prior year fund balance in the <br />Local Drainage Area Fund 221 revenue account, and appropriating the same amount into the <br />Local Drainage Area Fund 221 expenditure account. <br />DISCUSSION <br />The City has experienced damage to four city -owned facilities which require urgent attention. <br />Two facilities were damaged in December 2016, and the other two were recently discovered as a <br />result of the latest rainfall activity in early 2017. <br />a) The first urgent repair is the safety barrier located on the second floor of the Third & Birch <br />Parking Structure (Exhibit 1). The barrier was shattered by a vehicle that nearly drove <br />through it and off of the second floor of the parking structure. This incident occurred in <br />December 2016 by an individual driving while intoxicated. Immediately after the damage <br />occurred, staff engaged a structural engineer to determine if there was imminent danger <br />and to make the area temporarily safe. The total expected construction cost for this <br />location is not expected to exceed $100,000. <br />20A -1 <br />
