Orange County Regional Plan <br />Planrdina Process <br />The planning and preparation of the OC Regional Plan includes five phases. It is important to note that throughout all of the <br />phases there is on -going leadership, stakeholder and partner meetings in addition to focused workgroups to accomplish the <br />development of the regional plan, Monthly meetings in addition to focused task workgroups contributed to the development of <br />the regional plan. The OC Regional Plan includes plans for on -going technical assistance and leadership meetings throughout <br />the duration of the strategic efforts to facilitate seamless coordination, implementation, and sustainability of regional strategies <br />Identified herein. <br />The OC Regional Plan incorporates regional goals and strategies of regional workforce systems, business, education, and <br />community based organizations who have all have been decidedly involved in the development of the plan. All goals and <br />strategies are designed to align regionally across systems and include support and implementation of policy objectives and <br />goals outlined in the State Plan to support three of the seven policy strategies emphasized in the State Plan: Sector <br />Strategies, Career Pathways, and Regional Partnerships in order to: <br />Foster demand - driven skills attainment: through the alignment of workforce and education programs with the <br />• state's industry sector needs so as to provide California's employers and businesses with the skilled workforce <br />necessary to compete in the global economy. <br />:• Enable upward mobility for all Californians, including populations with barriers to employment: by ensuring <br />that workforce and education programs are accessible for all Californians to ensure that everyone has access to a <br />marketable set of skills, and is able to access the level of education necessary to get a good job that ensures both <br />long -term economic self-sufficiency and economic security. <br />` •3 Increase middle -skill industry- valued and recognized post- secondary credentials: The goal of the State Plan is <br />to produce a million "middle- skill" industry- valued and recognized post - secondary credentials between 2017 and <br />2027. The OC Regional Plan's goals include strategies to support this state goal and facilitate the increase of middle - <br />skill industry- valued and recognized post- secondary credentials and the desired movement of Individuals into either <br />12 the labor market or longer term education programs aligned with the state's workforce needs. <br />•:• Align, coordinate, and integrate programs and services: by leveraging and braiding workforce and education <br />programs in an effort to economize limited resources needed to achieve the scale and impact needed, while also <br />providing the right services to customers, based on each customer's particular and potentially unique needs, <br />a including any needs for skills - development. <br />Phase t- Strategic Planning <br />Regional planning and organizing efforts involve industry sector leaders, organized labor, community colleges, K -12 programs, <br />Adult Schools, Adult Education Block Grant (AEBG) Consortia, regionally organized Local Boards in designated RPU, <br />Community Based Organizations (CEOs), business associations, and regional economic development agencies. As such, OC <br />Region strategic planning included recruitment and engagement of all key core partners and stakeholders as aforementioned, <br />with the additional inclusion of Social Services Administration TANF, Employment Development Department, and Department <br />of Rehabilitation leaders. Efforts in this phase included quarterly meetings in 2015 and thereafter monthly meetings in 2016 <br />with a focus on: <br />• Identification and engagement of key partners and stakeholders <br />• Establishment of the OC Regional Leadership Council <br />• Regional coordination and system alignment discussions <br />Phase 2 - Data Collection and Analysis <br />A regional analysis Involved the collection and analysis of regional labor market data, assessment of regional industry <br />workforce needs, evaluation of current and projected regional workforce, labor market trends, educational and skill levels of <br />Page iv <br />190-12 <br />
