Executive Summary AP -05 Executive Summary - 24 CFR 91.200(c), 91.220(b) 1. Introduction The Annual Plan outlines housing, community and economic development needs, priorities, strategies, and projects that will be undertaken by the City of Santa Ana with the funds that the City receives from the U.S. Department of Housing and Urban Development (HUD). As an entitlement jurisdiction, the City receives an annual share of federal Community Development Block Grant (CDBG,) Emergency Solutions (ESG) and HOME Program funds. In order to receive these entitlements, the City must submit a Consolidated Plan every five years to HUD and an Annual Action Plan every year. The funds are intended to provide low -to moderate- income households with affordable housing, a healthy and safe living environment, and expanded economic opportunities. Eligible activities include community facilities and improvements, housing rehabilitation and preservation, development activities, public services, economic development, planning, and program administration. 2. Summarize the objectives and outcomes identified in the Plan This could be a restatement of items or a table listed elsewhere in the plan or a reference to another location. It may also contain any essential items from the housing and homeless needs assessment, the housing market analysis or the strategic plan. The City of Santa Ana's mission statement asserts, "To deliver efficient public services in partnership with our community which ensures public safety, a prosperous economic environment, opportunities for our youth, and a high quality of life for residents."
